But KC and Seattle get my vote on the simple basis that they could actually support a team. Milwaukee should have been an option too.

Just because Jay McClement is the best defensive forward in the NHL doesn't mean he should win the Selke.
Yeah, but if Milwaukee gets an NHL team...
…then Chicago will want one, too.
Seattle’s too close to Vancouver, and Portland has supported minor league and major junior hockey far better than Seattle over the past forty years or so.
Portland has a sutiable building already in place, and it’s relatively new, whereas Seattle’s building is older and would need modifications (think America west Arena in Phoenix, basketball only) to make it suitable for hockey.
And neither KC or Seattle, in any case, would better support an NHL franchise than Quebec, in my view.

Quebec is a no-brainer.
but I’m quite iffy on Portland. B, I know it’s a town near and dear to your heart, and I understand that, but . . . so many better options to choose from ahead of Portland.
I would put Kansas City ahead of both, though. 1) New digs, 2) fits in geographically with the rest of the NHL’s Midwest (plus Dallas) and Western Canada teams that aren’t on the coast, 3) Natural local rival to the Blues, Wild and Stars and 4) Boulevard Beer. Because it’s fucking awesome.
St. Louis Game Time . . . I need another beer.
And I can also write things in 140 characters or fewer.
My only beef with Boulevard...
… is that they changed the recipe for Bob’s 47 when they decided to turn it into an “Oktoberfest”. It used to be one of the best beers in creation. I’d buy it 4 cases at a time. Now, I can barely be bothered to buy a sixer of it.

Though because the Avs and Coyotes are still here you can’t call them the Jets or Nordiques thanks to Retro Jersey Night, Heritage Sweater Night, Indulge Your Nostalgia For Teams You Didn’t Cheer For In The First Place Night…
